OverviewThis book presents a comprehensive academic investigation into the current state, structural limitations, and developmental potential of electronic government (e-government) services in Afghanistan. As the country undergoes a critical phase of institutional rebuilding and digital transformation, the delivery of public services through information and communication technologies (ICT) has become an urgent priority for efficiency, transparency, and citizen trust.

Drawing on a rigorous review of existing literature, an analysis of the current e-government infrastructure, and an examination of the practical barriers faced by public institutions, this research identifies the central challenges impeding the successful implementation of digital governance in Afghanistan. These include infrastructural deficiencies, limited digital literacy, regulatory gaps, financial constraints, institutional fragmentation, and socio-cultural resistance.
